Déagol was never specified as his cousin, actually. He was only his "cousin" in the more old-fashioned meaning of the word: a relative. I expect he was more of a distant relative (third cousin once removed or something like that), because in TLOTR it specifically calls Déagol his friend (rather than relative). It is only from The Letters of JRR Tolkien that we know they were actually related, but even in the letters it doesn't say what the relation was. Tolkien also says that most members of the small community were related in some way, further suggesting that Déagol probably wasn't that close of a relative, and more of a friend.

All we have to decide is what to do with the time that is given to us

That's the way it always seemed to me too - best friends who happen to be tenuously (by our reckoning) related, sharing a great-great-grandfather or something like that.
