Saruman headed it up... but who chose him to be the "chairman" the Head of the Order ?

Gandalf was on it... but was there anyone else ???

The council was comprised of Istari and Eldar so I would imagine Elrond, Celeborn, Galadriel maybe Glorfindel and possibly other eldar along with Radagast, Saruman and Gandalf seeing as Alatar and Pallando had vanished eastwards.

I know he's not Eldar, but possibly Thranduil?

Círdan also seems likely, although he was further away.

id imagine all the great Elf Lords at least would be there... in particular Glorfindel ....  (gets books out)

Thranduil may well have been consulted about things concerning Mirkwood but as for being a council member I don't think he was.

We know it comprises of the Istari and the Eldar, and I think the only known members are Galadriel, Círdan, Elrond, Saruman (who as you stated, headed it), and Gandalf.

It would be wise to assume, I think, that Aiwendil was in it, as were Celeborn. Possible members, I think, would include Thranduil, Glorfindel, and Erestor (the chief adviser to Elrond).

I don't think Pallando and Alatar were members of the White Council (they may have been invited, however), as they went off into the East and cared little for the dealings in the North-west of Middle-earth. Furthermore, they did ultimately fail their task (Gandalf was on the only one who passed) which implies they weren't that helpful.


All we have to decide is what to do with the time that is given to us

 In my reference book it says that the White Counsel was composed of the wizards, Galadriel, Elrond, Círdan, and others of the chief Eldar..  And Saruman was at the head, as has been stated already..  The Istari were Radagast, Gandalf, and Saruman..  The others are unnamed in this book..  And the Eldar consisted of the Three Kindreds of Elves (Vanyar, Noldor, and Teleri)..  Celebrimbor, Thranduil, Galadriel, and Celeborn being the only named ones..
